Moving flowers that are in floral foam on Shabbat

Is it permitted to put a basket of flowers into floral foam on Shabbat?

It is permitted to move flowers when they are in the floral foam. As for returning flowers that have been taken out of the foam, the ruling depends as follows: if the flower is completely open and has finished its growth — it is permitted. But if it is still developing in the water (continues to grow or to open) — it is forbidden.
