Water Under the Oil — Lighting Candles on Yom Tov

Question

In the latest bulletin before the holiday of Shavuot, the Rabbi wrote not to put water inside the candles that are lit on Shavuot before Shabbat. I do not understand the prohibition: even if there is a problem with the water extinguishing the fire, here the lighting is done on Yom Tov and the actual extinguishing occurs on Shabbat. Therefore, it would seem that there is no prohibition — on Yom Tov he did not extinguish, and on Shabbat he did not perform the melachah. What is the Rabbi’s opinion on this, and what is the reason to prohibit putting water in the candles in such a case?
