Reason for Permitting Haircuts on Thursday

Why is it permitted to have a haircut and shave on Thursday and not prohibited like cutting nails?

Because nails begin to grow only on the third day after cutting, and it appears disrespectful to Shabbat. However, it is not said that hair begins to grow after three days.
