A Scooter on Shabbat for the Sake of Honoring Parents

Is it permissible for children to ride a scooter (a riding device) on Shabbat in a mixed neighborhood, in order to encourage them to travel to visit their widowed grandmother and fulfill the mitzvah of honoring parents?

My widowed mother lives in Haifa, in a mixed neighborhood of religious Jews (knitted kippot) and secular Jews. I am an avrech living in Bnei Brak, and my children go to her once every two Shabbatot in order to make her happy. One of the things that motivates them to go is that she has good scooters, and they ride them on Shabbat. This concerns a girl above bat mitzvah age, a boy aged twelve and a half, a nine-year-old girl, and a seven-year-old boy.

Regarding the use of a scooter: it is permitted only for young children, and only to use a scooter that is clearly one intended for young children. 

It should be noted that it is forbidden to ride a scooter in a place where there is no valid eruv, due to carrying.
