Preparing an Instant Noodle Cup on Shabbat

Is it permitted to prepare an instant noodle cup on Shabbat?
As far as I know, the noodles were fully cooked and dried at the factory; adding the hot water is intended only to restore their moisture and heat, and not to cook them again.

It is forbidden to prepare an instant noodle cup on Shabbat.
Although the noodles were indeed already cooked, there are many other ingredients there that were not cooked.
