Why is it forbidden for an Ashkenazi Jew to dissolve a biscuit in tea? The biscuit is considered baked, and the tea is considered already cooked, isn’t it?

Shalom u’vrachah.
A biscuit is baked, and according to the Rema, there is a concern that something baked can be cooked more easily than something that was not baked.
Therefore, there is concern that even in a kli sheni it becomes cooked.
