Sufganiya (doughnut) – Cooking or Baking?

Thank you for all the previous answers. According to the poskim who hold that there is no prohibition of cooking after cooking regarding heating a sufganiya on Shabbat, why is this called cooking and not baking, since it is dry?

Because the sufganiya is deep-fried in oil, whose halachic status is like cooking in water.
