Carrying a Hat in a Public Domain

Hello, a person walking in a public domain on Shabbat, who removed his hat and carried it in his hand for a distance of 5 amot, is he liable according to the Torah for carrying in a public domain on Shabbat?

Hello
Carrying a hat, like any other item. If carried in his hand, or in another usual manner, he transgresses a Torah prohibition.
