Studying Mikra at Night
Question
I wanted to ask what things are included in "one should not read Mikra at night"
A. Is there a way in which it is permitted?
B. What are the hours during which it is forbidden?
C. And if one wants to establish fixed times for Torah study at night, does that provide any permission to read Mikra?
Many thanks to the rabbi for the response
