Secular Pages Above Sacred Pages

Should one ensure that secular pages or newspapers do not stand above sacred ones?

Hello,
For separate pages, one should ensure that the sacred is above the secular.
For pages from a single newspaper or booklet that are bound together, there is no need to ensure that the sacred is above the secular.
