"Ve'kidashto" in accepting applicants to the kollel
Question
In my position as head of a kollel, two avreichim came to me to be accepted into the kollel. I only have room for one. I have no preference as to which of them is accepted. Is it preferable to accept the first one who approached, or should I prefer the Kohen (who approached me after the first one asked) because of the rule of "Ve'kidashto" ("and you shall sanctify him")?
