Mezuzah Above Mezuzah
Question
Honorable Rabbi shlita, a mezuzah was properly affixed in our building several years ago, but after renovations, the workers covered it with paint, and now it is visible but inside the doorpost. It has been over seven years since it should have been checked, and it still hasn't been. Can we place a mezuzah above it, or is this considered adding? Thank you very much

It is forbidden to affix two mezuzahs, as this violates the prohibition of adding.
There is no choice but to remove it from its place.
