Participation in a Torah Scroll Dedication Event During the Year of Mourning

Is it permitted during the year of mourning to participate in an event marking the completion of writing letters in a Torah scroll? In the procession? To watch the dances? At the meal?

It is permitted to participate in all parts.
However, at the meal, it is permitted to attend without eating.
