Dog poop bags

Is it halachically ok to dispose of a bag of dog poop bag in someone else's trash can that they left out at the curb. These are the type that are grabbed by a claw and dumped into the truck, which is relevant because no trash is left in the bag after collection. Also possibly relevant is, these trash cans are leased by the city to homeowners. Some are stored outside and some are stored in garages. This is a question for a weekday, not shabbat or yomtov.
