Taking Ma'aser from a Grant

Hi,I am about to receive a grant from Bituach Leumi, and I’m planning to use it to pay off a debt. My question is whether I need to take maaser from this money, or since without this grant I would have to take a loan to pay the debt, is it considered that I currently don’t have enough and therefore exempt?

There is no connection between the grant and the debt, so in principle you are obligated to give maaser from the grant.

However, if the reason you cannot pay the debt is because your financial situation is tight and you do not have enough to cover your basic necessary expenses, then you are currently exempt from giving maaser.
