Changing a Vow to Charity

Question

A person vowed to donate money to a specific charity. Is it permissible to later change and give this amount to another needy person?

Answer

It is not possible to change since he vowed to give to a specific place, but he can annul the vow before three people and state that he regrets the vow, and then he will be able to donate to another place.
