Exemption of the Needy from Tithing

Question

A person who needs to undergo surgery costing forty thousand shekels and needs to take loans, can he refrain from giving ma'aser kesafim for a few months in order to pay for it?

Answer

If he cannot manage, he does not need to give ma'aser.
