Payment for Bags in the Store

Question

I went shopping at one of the retail chains, and when I reached the checkout, I used two bags and wanted to pay for them. Then the cashier said she didn't want to take money for the bags. I tried to insist and pay, but the cashier still didn't want to take it. Am I obligated to pay the store?

There is no need to pay, the cashier is entitled to waive it.
