A Rav-Kav That Was Topped Up Improperly
Question
In the past, we asked a rabbi from the Beit Hora'ah whether it is permitted to buy a Rav-Kav (travel card) at a large discount of tens of percent, and we were answered that it is permitted. Now Badatz HaEmet VeHaShalom has publicized that the owners of the top-up devices lost money from these top-ups, which were done due to a malfunction, because they pay the state without having received coverage for it. According to the notice, one may not continue using a Rav-Kav that was topped up in this way, and for the rides already used, the money must be returned. What is the rabbi’s opinion on the matter?
Answer
Shalom u’vrachah
The ruling of our teacher Rabbi Amram Fried shlita:
One should not continue using it, but there is no obligation to pay for what was used in the past.
