Purchasing with a Discount through Another

Hello. I have a voucher worth 300 shekels that can be redeemed at a specific store. This voucher can be purchased for 250 shekels by those who have a subscription to the PIS. My brother has such a subscription. My question is: can my brother buy this voucher for me, and can I use it.

If there was no explicit condition not to transfer it to others, it is permitted.
