Ezer Mizion, Taharat HaMishpacha, and similar organizations.

Our teacher, the Gaon, Rabbi Amram Fried, shlita, recommends a charity fund that uses the stolen money for the victim, and until it is clarified who they are, the money is used for loans and accumulates merits for them.
