Someone found a Rav-Kav; what should he do?

An anonymous Rav-Kav must be announced if there is money on it, as that is an identifying sign. A Rav-Kav that is not anonymous should be torn up, unless it can be returned easily.

A Rav-Kav that is not anonymous should be torn up, since the owner will hurry to make a new Rav-Kav card (and transfer the money to the new one), and will not trouble himself to search for the first one, unless one knows the owner of the Rav-Kav and can return it to him easily.
