Name on a Rav-Kav – an identifying sign?

I found a Rav-Kav of a child with his name on it (Moshe Zar)
1- Do I have to call all the people in the country who have this family name?
2- I was told at the police station that if I hand it in to them, they will locate the owner and contact him. Can this be relied upon?
