Shalom, honorable Rabbi. I found a watch on the shoulder of a busy intercity highway while I was standing in a traffic jam. What is the halachah regarding returning the lost item?

Shalom u’vrachah
The watch belongs to you.
The person who lost it certainly despaired of recovering it.
