A Lost Item That I Publicized and No One Claimed

About three weeks ago, I found a children’s bicycle discarded on the road. I publicized it in the local community newspaper, in the email groups of our community and of the nearby community, and no one contacted me. I do not have room in my house for the bicycle, and the front tire is flat, so the bicycle is not fully functional. What should I do, and until when must I keep it with me? May I use it until the owners come, and if they do come — pay them the value of the bicycle as a second-hand item?

After you publicized it as required, you may use it, and make a note for yourself until Eliyahu comes; then you will pay its value to the owners, [if indeed it becomes clear that they had not given up hope of recovering it before you found it].
