Neighbor Who Does Not Use Shared Pipe

Question

A neighbor disconnected from the building's sewage system and has a separate sewage pipe. Is he obligated to pay for repairs to the original pipe, which he currently does not use?

According to the instructions of the Gaon, Rabbi Amram Fried, shlita, he is not obligated to participate in the repair.
