Damaged a Charger Without Noticing

What is the ruling if someone placed a charger in a sink, and his friend turned on the tap without noticing the charger? Is he obligated to pay for the charger or not?

Hello
Even if the damage was unintentional, he is obligated to pay.
However, according to the instructions of the Gaon, Rabbi Amram Fried, shlita, if the charger was placed in a way that it was not easily noticeable, he cannot be held liable.
