A Raffle with Few Participants

Question

Hello, I advertised a certain product by email, and I wrote that a free raffle for the product would be held among everyone who forwards the advertisement to 10 people. In practice, only two people participated in the raffle. Am I obligated to hold the raffle, even though it will cause me a loss? Thank you very much.

Hello and blessings 

You do not need to hold a raffle. 

Pay them something for their effort.
