Bringing Hairs Before Maturity

Is a girl who has brought two hairs before the age of 12 considered mature? If not, are there any legal implications until the age of 12?

A girl who has brought hairs before the age of twelve is not considered mature until she reaches the age of twelve and then shows signs of hair.
If the hairs appeared before the age of twelve and remained after twelve, some say these hairs are not a sign of maturity, while others say that since they remained after the age of twelve, they are a sign of maturity for certain matters.
