Abortion - First 40 days

Is it true the Torah teaches abortion is ok up to 40 days? Does it teach those first 40 days the baby is water and the woman is free to do whatever she deems necessary for her own well being with her Rabbi and God giving their blessing? I heard a Ga. Congress women state this today, on t.v.

Any Halacha that one hears on TV etc. needs always to be checked. like in this instance, we don't do abortion even during the first forty days, only in certain circumstances, that one has a reason to do so, and that would have to be discussed with Harav Fried in person.
