Eating Meat on Rosh Chodesh on the Day of Immersion

Is there a permission to eat meat on Rosh Chodesh when at night there is a night of immersion? Is meat on Rosh Chodesh considered a mitzvah meal?

The meal on Rosh Chodesh is considered a mitzvah meal, and it is permitted for a woman on the day of immersion to eat meat then.
Of course, one must carefully clean the teeth before the immersion.
