Marriage of a Mamzer with a Convert

Hello,
Regarding the prohibition of a mamzer in the congregation of Hashem, Rashi mentions that he can marry only a convert.
Does this refer to a Ger Tzedek who has converted according to Halacha?

A mamzer is permitted to marry a convert, and similarly, a mamzeret is permitted to marry a male convert.
