Roasted seeds/nuts without kosher certification

Question

Hello, honorable Rabbi, is it permissible to eat roasted sunflower seeds (a pareve food) that contain salt, starch, and citric acid E330, without kosher certification?

Answer

If these are indeed the only ingredients, one need only check that terumot and ma’asrot have been separated, or verify that it was grown outside of Israel and is exempt from terumot and ma’asrot. One must also verify that there are no insects or worms. 

However, the problem is that usually, without reliable kosher certification, it is impossible to verify that these are indeed the only ingredients and that no other substances were added.
