Immersion of utensils in a hospital

Question

Is it necessary to immerse utensils in a mikveh in a hospital?
A. Are they considered commercial merchandise utensils?
B. This concerns a hospital that belongs to Clalit Health Services. Is this considered to be under Jewish ownership, or is there no specific owner of the hospital?

Answer

Shalom and blessings. 

A. It is not considered a commercial merchandise utensil. 

B. If it belongs to the state, there is a basis to say that it has no owners. However, if it belongs to Clalit Health Services, then it does have owners.
