Certification to Exempt from Immersion
Question
Is it possible to rely lechatchilah on a certification from China stating that the utensil does not require hag’alah?
Attached is the certification letter.

The ruling of our teacher, Rabbi Amram Fried shlita, is that one may rely on this in a pressing situation, but it is proper to immerse it.
For example, someone who is under pressure to use the utensil may use it without immersion, but afterward he should clean it and immerse it.
