Certification to exempt from immersion

Is it possible to rely, lechatchilah, on a certification from China stating that the utensil does not require hagalah?

The ruling of our teacher Rabbi Amram Fried shlita is that one may rely on this in pressing circumstances, but it is proper to immerse it.
For example, someone who urgently needs to use the utensil may use it without immersion, but afterward should clean it and immerse it.
