Buying a Holiday Garment for a Mourning Woman

Is it permissible to buy a holiday garment for a woman who is in her year of mourning?

It is permissible to buy. However, the woman should not wear it new herself; rather, she should give it to another woman to wear for a short time, and then she may wear it herself.
