Eruv Tavshilin — Borer through Peeling
Question
In the bulletin Azamerah Lishmecha (issue 329, Shavuot 5786, p. 11), it was written that peeling eggs and fruits is not effective in order for one to be able to recite the blessing on Eruv Tavshilin.
This requires clarification: why should it not be effective, since he is performing borer for a later time, which is forbidden on Shabbat and permitted on Yom Tov?

Because it is not certainly borer according to all opinions.
