Cosmetic Surgery During the Nine Days

A good friend who recently began observing mitzvot
asks:
— His father is scheduled to undergo a cosmetic procedure under local anesthesia, not life-threatening.
— He set the appointment a month ago; it was the only remaining available date.
— It was bothering him, so he decided to have it done.
— He scheduled it according to the secular date and did not know that it falls during the Nine Days of Av.
— The procedure will be performed by a non-Jew.
The question is whether it is permitted under these circumstances, and whether there is a concern of bad mazal.
It should be noted that if he tries to postpone it, it is not certain that he will have another opportunity in the near future, and most likely postponing it will cost him money.

A treatment that involves no risk at all may be performed during the Nine Days.
