Washing during the Nine Days on the eve of Shabbat

I am copying from the instructions of our teacher, Rabbi Amram Fried shlita:

Washing on the eve of Shabbat Chazon: One who is accustomed to washing with hot water every Friday afternoon may wash his head, face, hands, and feet with hot water and soap; the rest of the body is forbidden even with cold water. 

Time for washing: Washing in honor of Shabbat is permitted throughout the entire day. 

Immersion in a mikveh on Friday afternoon: If one is accustomed to immersing every Friday afternoon and refrains from doing so only due to circumstances beyond his control, and not because of being busy or the like, he may immerse on Friday afternoon during the Nine Days [when possible, he should immerse in cold water].
