A Restaurant on Rosh Chodesh Av

Is it permitted, and is it appropriate, to go to a dairy restaurant on Rosh Chodesh Av?

The halachah to reduce joy begins from Rosh Chodesh Av.
There is no prohibition against eating fine dairy foods during the Nine Days, but the halachah is that “one does not rejoice at all during it” (Mishnah Berurah, siman 551, se’if katan 1), and therefore it is appropriate to minimize anything intended for joy and enjoyment beyond the ordinary.
