Obligation of Reciting Selichot

Is it obligatory to pray Selichot?
Answer
The custom of Israel is Torah, and even a custom that is not law obligates everyone.
Especially a custom mentioned in all the halachic authorities, it also contains the mitzvah of 'and you shall do according to all that they instruct you.'
