Mincha or Musaf: Which Comes First

Question

I am 5 minutes before sunset on Rosh Chodesh, I have not prayed Musaf, I prayed Mincha but forgot Yaale Veyavo. What should I pray now?

Mincha takes precedence because it is more frequent.
