'Shruya' in Other Liquids

Is there a concern of 'shruya' for those who are stringent about it when making a cake from matzah flour with oil, wine, orange juice, and eggs?

There are different customs regarding this. Some prohibit 'shruya' only when soaked in water. Others prohibit it in all types of liquids.
Each person should follow their own custom.
