Is it permissible to be lenient and consider that hookah tobacco does not require kosher certification for Passover?

Hookah tobacco is treated the same as cigarette tobacco.
The ruling for both is: It is advisable to be stringent and not use without kosher certification, but there is room to rely on those who are lenient and permit without certification.
