Reciting Half Hallel on Rosh Chodesh Tevet

On Rosh Chodesh Tevet, if one does not know or cannot recite the full Hallel, is there any point in reciting half Hallel?

There is no point.

Taanit 28, that Hallel on Rosh Chodesh is a custom, and on Rosh Chodesh Tevet it is by law and there is no custom in this.
