Is it permissible to smoke an electronic cigarette during minor fasts like the Fast of Esther and similar ones?

Hello,
According to the commandment 'And you shall greatly protect your souls', one should always avoid smoking!
Smoking an electronic cigarette is considered 'drinking', and therefore it is prohibited during a fast.
[I did not understand what you mean by 'minor fasts', besides the Fast of Esther. Perhaps you mean a personal fast?]
