Haircut for a Woman - Counting of the Omer

Dear Rabbi,
I am asking if it does not fall on Lag B'Omer: a woman who needs a haircut during the Counting of the Omer, on a Sunday, not on Lag B'Omer, is it permissible on Friday evening? A Bar Mitzvah that falls on a Sunday, not on Lag B'Omer, is it permissible to shave on Friday evening?
Answer
There is no permission for a woman to have a haircut because 'she needs a haircut', or for a Bar Mitzvah, even on Sunday itself.
Certainly, it is not permitted on Friday evening for this reason.
