Music at a Brit Milah during the Three Weeks

A Sephardi is having a Brit Milah during the Three Weeks, and there will be music. He invites Ashkenazi young men to attend. Is there an issue with participating in the meal, and are they allowed to dance?

It is permitted, and they may dance.
