Rubbing One Hand Against the Other

Is rubbing one hand against the other or the same hand considered 'cleaning the hands with anything that cleans'? If possible, please provide a source, thank you.

According to the instructions of the rabbis of the Beit Hora'ah: this is not considered washing, as a body does not clean a body.
