Contemporary Tekhelet in Tzitzit

A. What is the opinion of the Rabbi shlita regarding the tekhelet in tzitzit that exists today?
B. Someone who places tekhelet in his tzitzit — is there a concern of the prohibition of bal tosif if it turns out that the tekhelet is not genuine? Is it possible to stipulate that he intends it for the mitzvah of tekhelet only if it is genuine, and if it is not genuine then it is merely a color?

A. There is no need to be concerned that this is tekhelet.
B. When he certainly does not intend it as tzitzit, but rather only as a matter of doubt, there is no concern of bal tosif.
